Monument Committee Report

Garland & Tranquilla Entrance Monument

LPENA initially offered $750 settlement by insurance company. LPENA board not accepting the offer. Pete Morales with State Farm, LPENA resident, counseling us on what action to take.

2 stone masons gave independent bids for replacement: $5,000 & $11,000. The $5,000 bid probably omitted refabrication of lettering. Due to large disparity of bids, LPENA will get a third bid.

Insurance company offered to match low bid. LPENA will continue to negotiate with insurance company for better settlement.

When it’s time to accept a bid, we need to have a scope of work and terms of payment. It was suggested that we do a 25%/25%/25%/25% terms of payment where 25% of the total amount is paid on each phase of the work.

It is important to make sure whoever we select is bonded and has other needed paperwork. Also, LPENA Board must directly authorize contractor.

The sign that was destroyed was in the neighborhood plans. The sign is probably from the ‘50s.

Gary Griffith wants neighborhoods in East Dallas to have identities that speak to their revitalization. Should LPENA change its monument to more of a 2004 style? Would this be more cost effective? Will we have to replace the opposing sign on Tranquilla & Garland? Board agreed to at least be open to exploring different monuments, but concerns were expressed about practicality and neighborhood acceptance of new monument style.

Issue of SBC equipment was raised. A gray box on a post (“pressure monitor on manifold”) obstructs view of sign. If we want it moved, SBC wants to charge us for move. Can the job be structured so that SBC benefits from it? That is being checked; could allow SBC to share costs. Also, will Garland Rd. construction affect the monument? LPENA Board consensus is to wait for more facts: what is actual cost? Will construction affect monument?

Beautification Committee Report

Galway Circle

Galway Circle landscaping has opposition from established local residents. There is a claim by at least one of those residents that they must sign off on any improvements to the circle. In fact, no approval is required except by city.

Gary Griffith’s suggestion is for LPENA to adopt the circle if nothing in LPENA bylaws restricts us from modifying it. Griffith’s secretary can check to see if anyone has already adopted it; LPENA board can adopt if nobody else has already done so.

Irrigation considered but would cost a lot of money.

City currently mows Galway Circle. If LPENA adopts circle and/or adds landscaping, city may stop mowing or mow over landscaping. $10-$20 per week expenses if LPENA contracts out mowing.

US Flags

Boy Scouts used to put US flags in lawns at a cost. This service no longer offered. Should LPENA put flags in yards? $0.65 per flag. No action items approved.

Crime Watch Committee Report

Crime Watch Signs

Crime watch sings should be replaced. Count signs in neighborhood, and board will approve purchase of replacement signs over email. Need to find out how to replace first: City of Dallas? Can we do it?

Cutting off streets

Close off Tranquilla at Garland Rd.? What approvals are needed? Will advertise in next newsletter. People can fill out a web form or send comments by email.

lakeparkestates.org is reserved by Aren Cambre. Will White can host email and/or web site. Web site initially should have history of neighborhood and copies of all newsletters.

Interested in LPENA being more involved in wider community. (e.g., graffiti removal project

Discussion about t-shirts for Little Forest Hills neighborhood. Provide uniform front and way to demarcate ourselves in public when we represent LPENA.

Will need to get LPENA logo first. Have logo contest in July newsletter.

Summer party

“Summer Bash”

Cindy Syler will check on mechanics of blocking off street. Prefer to use part of Athlone between Galway & Tranquilla. Will need to get OK from immediate neighbors. Will happen on Saturday, July 17 at 6:30 PM.

Will be Mexican fiesta with fajitas. Mariachi band? Hire local band?
