Minutes

Board meeting opened at 7:43 PM by Will White.

Marci Novak, For the Love of the Lake, re: Celebration Tree Grove

·         Memorial/honorary/celebrate tree grove.

·         Previously this was not allowed by Dallas Park Department because of 1-off nature.

·         Phase I (get it built and add 44 large trees):

o        Actual grove is near Lake Park Estates. (We’re the closest neighborhood.) Intersection of Poppy & E. Lawther. (Look to right at stop sign at end of Poppy, in smaller field to right.)

o        Will have a central plaza to hold the plaques. Stonework will mimic other Civilian Conservation Corps work already at park.

o        Satellite monuments around the plaza.

o        Walkways, pathways, etc.

o        Groundbreaking on Jan. 22, 2:22 PM, work starts in April.

o        Have already raised $140,000.

o        Trees coming from tree farm near DFW from Texas Trees Foundation.

·         Phase II:

o        600 plaques available @ ≥$1,000 each. Should raise at least $500,000.

o        Goal is to reforest most of lake. (Trees lost to disease, natural causes, lightning, etc. not being replaced.)

o        All plaques are centrally located.

·         Phase III:

o        Tree maintenance, long term care.

·         Raised money with December concert, minimum sponsorship of this event was $1,000. We can retroactively sponsor it and get a plaque.

·         Money raised goes to a central fund. (I.e., your $1000 does not go to tree x.)

·         Little Forest Hills, Forest Hills, Old Lake Highlands, Peninsula have already contributed.

·         Have received $50,000 matching grant from Harry W. Bass, Jr. Foundation.

Board agrees by consensus to:

·         Raise $1000, to be finished February 15.

·         On that day, LPENA will cut a check for the difference between what's raised and the $1000 pledge.

Neighborhood Meeting

Next neighborhood meeting at 7:00 PM on Thursday, January 26.

Board is encouraged to bring a fresh face to this next neighborhood association meeting.

We are lining up guest speakers.

Membership Drive/Tree Grove Fundraiser

Discussion about membership drive/fund raising event. Use neighborhood kids to pass it out. Do it concurrently with fund raiser. Passed by consensus. Will can provide printing, LPENA needs to provide stamps and envelopes.

Discussion about logistics. One page form with checkboxes for membership, tree grove, crime watch interest.

Also will mention crime watch in mailer. This content to be coordinated with Rory Yoakum.

General consensus was that it’s OK to purchase stamps and supplies.

Galway Circle

Molly Walters has submitted the MOWmentum form to City of Dallas.

Incorporation

We get bylaws changes adopted at the neighborhood meeting.

Motion to pass bylaws at neighborhood meeting, file with State of Texas as a nonprofit, and file with IRS under appropriate status. Passed. Note that board was unanimously authorized to pursue incorporation at 1-27-05 general neighborhood meeting.

Motion to approve up to $350 for filing fees, etc.

Christmas Lights

We will mention winners of 2005's Christmas lights contest in the newsletter. Board is determining symbolic gift for each of the people who got a Santa hat from beautification committee. Motion to fund up to $125 for up to 5 recognitions. Passed by consensus.

We need to talk about this in late summer for 2006.

Summer Block Party

Need to moved it to an earlier month to avoid heat and conflicts. May 20th is tentatively suggested date.
