LPENA Board Meeting Minutes, 12-12-06
Board members in attendance: Aren Cambre, Jennifer Hoesterey, and Karen Pape.
Others in attendance: Krista de la Harpe (Galway Circle project)
Meeting opened at 7:59 PM.
Christmas Lights Contest
- Judging will be after December 20.
- Rory will finalize flier, and it will probably be distributed by hired
neighborhood boys.
- 3 teams of judges lined up.
Lochwood Branch Library
Aren believes that a library may go in at the old YMCA facility at Lochwood
and Lake Gardens. Gary Griffith mentioned a Lochwood Library going in soon, and
prior Dallas city council minutes on the web suggest Dallas was buying that YMCA
facility for an unnamed library.
Galway Circle Landscaping
- Krista found that LPENA has no prior application, so we are good to make
a new application for MOWMentum funds.
- We have to file as a vendor to the city to do this.
- City takes 1-2 months to approve MOWMentum applications.
- Reimbursement is the lesser of $10,000 or 50% of costs.
- Reimbursement does cover more than just vegetation. It will even cover
part of irrigation.
- The plan is for Japanese garden-themed plantings with a lot of
xeriscaping. (Aren's note: this does not mean a zen garden or a garden where
you rake rocks.)
- Krista will get bids in January to help the board understand and prepare
for the whole costs.
- Krista has a contact with a wholesale broker.
- Fundraising will be critical. We have to front 100% of the costs.
- Fundraising idea discussed, but Krista will need to research it further
to check on compliance with federal and state nonprofit and 501(c)(3)
regulations and check on private inurement restrictions.
- Krista will work with a vendor to check for donations on some
hardscaping.
- Krista will work with Molly Walters on revisions to landscape plan.

Crime
Various neighbors reporting vandalism or other kind of "messing with" outdoor
holiday decorations, including posing reindeer in suggestive poses. They have
the appearance of youthful vandalism.
